Section 181(3) in The Chhattisgarh Municipalities Act, 1961
(3)If inspite of the opposition of the majority of the owners of any private street, the Council considers it necessary to declare that a public street it may do so on paying a reasonable compensation, which shall be determined in accordance with the provisions of this Act, to the owners of the street.
