Section 2(1)(s) in The Aircraft (Security) Rules, 2011

(s)"regulated agent" means an agent, freight forwarder or any other entity who conducts business with an operator and provides Security controls that are accepted or required by the Commissioner in respect of cargo, courier and express parcels or mails to be transported by air;
