(2)Any licensee, prospecting licensee or mining lessee who fails to comply with any of the provisions sections 7 and 8 or fails to submit any prescribed return or submits a prescribed return which is false in any material particular, shall on conviction by a Magistrate of the first class he punishable with fine which may extend to one thousand rupees.
