Section 22(a) in The Building Regulation in Respect of Lands Covered by the Calcutta Thika Tenancy (Acquisition and Regulation) Act, 1981
(a)Every person who intends to erect a new building or convert an existing but into pucca structure or intends to make any addition to or alteration of an existing but shall employ a licensed building surveyor/architect for supervision.
