Article 240(2) in Constitution of India

(2)Any regulation so made may repeal or amend any Act made by Parliament orany other law which is for the time being applicable to the Union territory and, when promulgated by the President, shall have the same force and effect as an Act of Parliament which applies to that territory.[Editorial comment-The Constitution (Seventh Amendment) Act, 1956, this amendment substituted the president’s authority to enact laws governing the Union territory of the Andaman and Nicobar Islands as well as the Minicoy, Laccadive, and Amindivi Islands is covered by these articles. A president-selected administrator will also be in charge of the administration of Union territory. Also Refer ][Editorial comment- The Constitution (Tenth Amendment) Act, 1961, incorporated Dadra and Nagar Haveli as the seventh Union territory of India, by amending the First Schedule to the Constitution to include the Union territory of Dadra and Nagar Haveli in order to enable the President to “make regulations for the peace, progress and good government of the territory”. Also refer ][Editorial comment-The Constitution (Twelfth Amendment) Act, 1962, one of the prominent ones for the country as in December 1961, India acquired Goa, Daman, and Diu from Portugal. To bring this integration into effect, the First Schedule of the Indian Constitution was amended in 1962. This amendment integrated Goa, Daman, and Diu as India’s eighth Union territory. It also included these areas under clause (1) of Article 240 of the Constitution. It allowed the President of India to “establish rules for the peace, progress, and good governance of the territory.” Also refer ][Editorial comment- The Constitution (Fourteenth Amendment) Act, 1962, to provide the President with the authority to “establish regulations for the peace, progress, and good governance” of the territory, clause (1) of article 240 of the Constitution was amended to include the Union territory of Pondicherry. Also refer ][Editorial comment-The Constitution (Twenty-Seventh Amendment) Act, 1971 this amendment to Article 240 retained the President’s authority to establish rules for the North-East Frontier Agency even after it has become the Union Territory of Arunachal Pradesh. It gave the President similar authority over the Union Territory of Mizoram.Also Refer ][Editorial comment-The Constitution (Thirty-Seventh Amendment) Act, 1975, a new Article 240 was inserted which deals with the power of the President to make regulations for certain UTs.
