Section 14 in The Orissa Subordinate Transport Engineering Service Rules, 1996
14. Seniority.
(1)The inter se seniority of the persons appointed to the service in a particular year shall be determined on the basis of the position assigned to them in the select list.(2)The candidates appointed by way of selection in a particular year shall rank above the candidates appointed by direct recruitment in that year irrespective of the dates of their joining.
