Section 35(6) in Bihar High Schools (Constitution, Powers and Functions of Managing Committee) Rules, 1964
(6)Subject to the general control and direction of the committee, the Headmaster shall be competent to spend the sanctioned allotment for prizes, library books and contingencies and the money in athletic fund or any other funds to which the pupils contribute. Such fund shall be subject to periodical audit and the observance of instruction of the Department laid down from time to time.
