Save as otherwise provided in the Act and the rules made thereunder all appearance before, applications to, and acts to be done before any canal officer under the Act, or the rules made thereunder, may be made or done by the parties themselves, or by their recognised agents, or in a case before the Commissioner by any legal practitioner acting on their behalf.
