Section 8(i) in The M.P. Municipal Services (Scale of Pay and Allowances) Rules, 1967
(i)Those who have pul in at least 5 years service on their present posts on the appointed date will be absorbed against posts with which their present posts are equated as per Rule 7, irrespective of the fact whether or not they possess the minimum qualifications of such posts as prescribed in Schedule III.
