Section 19(3) in The Port Of New Mangalore Rules, 1976
(3)In case it becomes necessary, the Deputy Conservator shall take such action as may be necessary to enforce his orders and any expenses incurred in taking such action shall, without predice to any penalty to which the master or owner in default may be liable, be payable by such master or owner.
