Section 59(a) in Bihar Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2005
(a)(i)winches are not used if control levers operate with excessive friction or play;(ii)double gear winches are not used unless a positive means of locking the gear shift is provided;(iii)there is no load other than the fall and the hock assembly on the winch while changing gears on a two gear winch;(iv)adequate protection is provided to winch operator against abnormal weather;(v)temporary seats or shelters for winch operators which may pose hazard to the winch operator or any other building workers are not allowed to be used;(vi)control levers are secured in the neutral position and, whenever possible, the power is shut-off whenever winches are left unattended.
