Section 24(4) in The Tamil Nadu Co-Operative Societies Act, 1983
(4)If the Registrar is satisfied that the refusal of any service is unreasonable, improper or discriminatory, he may, after giving the board an opportunity of making its representations, by order, direct the board to render the service:Provided that before passing an order under this sub-section, the Registrar shall consult the board of the financing bank of which the society is a member.
