Section 17(a) in The Cochin Harbour Craft Rules, 1947
(a)No licensed harbour craft shall ply in the outer roads(i)between the hours of 6 P.M. and 6 A.M., without the previous permission of the Deputy Conservator of the Port;(ii)when flag "S" by day or one red light by night indicating bad weather or high sea is displayed from the Port Flagstaff.
