(3)There shall be a Zila Panchayat for every district :[Provided that every Municipal Corporation, Municipal Council or Nagar Panchayat constituted under the relevant law for the time being in force shall form a separate administrative unit for the area within its jurisdiction.] [Substituted by M.P.
