Section 8(1) in The Assam Elementary Education (Provincialisation) Act, 1974
(1)The State Government shall prescribe by rules the principles for assisting the District Council in the management and maintenance of elementary schools and place amounts at the disposal of the District Council in accordance with these rules from time to time.
