Section 125(b) in The U.P. Electricity Regulatory Commission (Conduct of Business) Regulations, 2004
(b)Before any alterations or amendments in the licence are made, the following provisions shall be complied with -(i)the licensee proposing any alteration or modifications in his licence, shall publish a notice of such application by publishing an advertisement in newspapers, setting out details of the proposed amendments, as may be specified by the Commission;(ii)in the case any application proposes alterations or modifications in the area of supply comprising the whole or any part of any cantonment, aerodrome, fortress, arsenal, dockyard or camp or of any building or place in the occupation of the Government for defence purposes, the Commission shall not make any alterations or modifications except with the consent of the Central Government;(iii)where any alterations or modifications in a licence arc proposed to be made otherwise than on the application of the licensee, the Commission shall publish the proposed alterations or modifications by way of an advertisement in newspapers;(iv)The Commission shall consider the suggestions or objections received within thirty days from the date of the first publication of the notice before making any alterations or modifications.
