It is stated at the Bar by Mr.Jaideep Gupta, learned senior counsel for the appellant-State that the State has proposed to enact a new law with respect to Engineering College and does not want to prosecute this civil appeal in view of the proposed legislation.

The State is at liberty to enact the legislation if it so chooses. The question of law is, however, kept open.

The civil appeal is accordingly disposed of.
