Section 7(4) in The Orissa Municipal Corporation Act, 2003
(4)As nearly as may be, one-third of the total number of seats reserved under Sub-section (3) shall be reserved for women belonging to the backward class of citizens :Provided that where only two seats are reserved for backward class of citizens one of the two seats shall be reserved for women belonging to the backward class of citizens.
