Section 21(1)(a) in The Jharkhand State Agricultural University Act, 2000

(a)The Vice-Chancellor shall be a wholetime officer of a University who shall be appointed by the Chancellor out of a panel of names recommended by Selection Committee consisting of the nominee of the Chancellor, the Director-General of Indian Council of Agricultural Research, the Chairman, U.G.C. or his nominee, and the Agricultural Production Commissioner as the representative of the State Government.
