(a)to institute and confer degrees, titles, diplomas, certificates an other academic distinctions to be conferred on the basis o Examinations and to withdraw any such degree, title, diploma. certificate or other academic distinctions previously conferred, after considering the recommendations, of the Post-Graduate Board, and the under-graduate Board, as the case may be;
