Section 33(1)(iv) in The Rajasthan Administrative Service Rules, 1954

(iv)that the seniority inter se of the persons appointed to the Service on the result of one and the same examination, except those who do not join the Service when a vacancy is offered to them, shall follow the order in which they have been placed in the list prepared by the Commission under rule 25;
