Background
1. The Applicant filed his RTI application dt.14.11.08 with the PIO, CIP, Ranchi.
He stated that he had requested for MD Psychiatry (Post DPM) transcript vide his letter dt.11.7.08 and received by CIP on 18.7.08. In this connection, he requested for the following information:
i) Reasons for not issuing his MD Psychiatry (Post DPM) transcript
ii) Can it be sent to his postal address given in the RTI application if it is ready for issue as he could not come to receive the above certificate from Bangalore to Ranchi.
The CPIO replied on 12.12.08 stating that office of the Director is not issuing any MD transcript. The Appellate Authority in response to an appeal dt.14.1.09 (Copy not in file) replied on 4.3.09 upholding the decision of the CPIO. Aggrieved with this decision. Aggrieved with the reply, the Applicant filed a second appeal dt.16.3.09 before CIC.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for May 4, 2009.
3. Mr. Nadim Ahmed, UDC represented the Public Authority.
4. The Applicant was not present during the hearing.
Decision
5. After hearing the submission of the Respondent, the Commission directs the CPIO to provide all the available information to the Applicant along with the reasons for not issuing the MD transcript within 15 days of the date of issue of this Order.
6. The appeal is disposed off.
