Section 41(41) in Haryana State Central Co-operative Bank's Staff Service (Common Cadre) Rules, 1975
41.2A competent authority may grant extra-ordinary leave in combination with, or in continuation of leave of any other kind admissible to the employee, and may commute retrospectively period of an absence without leave into extra-ordinary leave which in no case shall exceed 5 years.
