Section 32(1) in The Juvenile Justice (Punjab) Rules, 1987
(1)Any individual or a suitable place or institution, the occupier or manager of which is willing temporarily to receive a juvenile in need of care, protection or treatment for so long a period as may be necessary may be recognised by the State Government/Administrator as fit person or fit institution.
