Section 289(14) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964

(14)The names of candidates interviewed by the Preliminary Selection Board shall be placed in the order of estimated relative suitability for promotion to commissioned rank and indicated as follows:
(a) A Highlysuitable.
(b) B Suitable.
(c) C Suitable,subject to anticipated development under training.
(d) D Unsuitable
The relative order of merit within each of the first three categories shall also be shown. The results of the Preliminary Selection Board shall be forwarded to the Chief of the Naval Staff.
