(2)Such public latrines and urinals shall be so constructed as to provide separate compartments for each sex and not to be a nuisance and shall be provided with all necessary conservancy, lighting and establishments, and shall regularly be cleansed and kept in proper order and for this purpose, the Chief Officer of the Municipality may, with the approval of the Municipality, make an agreement with an agency or non-governmental organisation or person having experience and manning public latrines and urinals etc.
