22. Restrictions on issue of bearer securities .- [* * * *] Except with the general or special permission of the Reserve Bank no person shall, in India, and no person resident in India shall, outside India, create or issue any bearer certificate or coupon or so after any document that it becomes a bearer certificate or coupon.
