Section 17(4) in The Orissa Supply and Sale of Stamps and Stamped Papers Rules, 1990
(4)No person shall be granted a licence unless he-(a)is above 18 years of age on the date of submission of the application,(b)has read up to Class VIII,(c)is of good character and conduct,(d)is ordinarily resident in the place where he proposes to conduct the business or a place in close proximity thereof and(e)possesses good and eligible calligraphy.
