423. Regulations to be subject to approval of the State Government.
(1)No Regulation made by the Municipality under this Act shall have any effect until it has been approved by the State Government and published in the Official Gazette.(2)Before approving any Regulations, the State Government may make such changes therein as may appear to it to be necessary.
