Section 87(1) in The West Bengal Primary Education Act, 1973
(1)In any area where a scheme sanctioned by the Government comes into force it shall be the duty of the guardian of every child residing within such area to cause the child to attend a primary school, unless, in the opinion of the Welfare Committee, there is a reasonable excuse for non-attendance of the child.
