Section 4 in The Bihar Vaccination Rules, 1944

4.

Every candidate for the office of public vaccinator shall be-required to satisfy the Superintendent of Vaccination that he has been engaged in vaccination work in the capacity of an apprentice or an assistant for a period of at least six months and possesses the following qualifications:-
(a)Knowledge of reading and writing as required by the Middle Vernacular Examination or Middle English Examination;
(b)Knowledge of the phenomena of the vaccine disease;
(c)Knowledge of the approved methods of performing vaccination;
(d)Knowledge of the methods of collecting and storing lymph;
(e)ability to recognize a satisfactory vesicle and cicatrix;
(f)General knowledge of the disease of small-pox and how it is differentiated from chicken-pox;
(g)Knowledge of the provisions of the Act in so far as they relate to the duties of a public vaccinator; and
(h)Knowledge of the registers, returns, forms and certificates required to be maintained under the Act and the Rules framed thereunder.
