Section 4(11) in The Punjab School Education Board Business Regulations
(11)The Chairman, or in his absence the Vice-Chairman, shall preside at every meeting of the Board provided that if the Vice-Chairman is also absent, the members present at a meeting shall elect from amongst themselves a member to preside at that meeting.
