Section 10(2) in The Orissa Dangerous Drugs Rules, 1965
(2)If the consignment is transmitted through any district in Orissa otherwise than as luggage with guard by rail or insured post, such person shall give intimation thereof to the Collector of each such district before the consignment enters that district.
