Section 602I(3) in The General Rules (Civil), 1957
(3)If the complainant withdraws or expresses a desire to withdraw his complaint the Inquiring Officer shall adjourn the proceedings and make a report to that effect to the High Court and the High Court may pass such orders thereon as it deems fit.
