(c)there are sufficient reasons for believing that the person brought before him has committed a cognizable offence, he shall, if such person was arrested under Section 59 of the Code of Criminal Procedure., 1898 Central Act 5 of 1898 arrest him and shall either himself investigate or direct some officer subordinate to him to investigate, the facts and circumstances of the case.
