Section 42 in Punjab Panchayat Samitis and Zila Parishads Act, 1961

42. Entrustment of certain functions by Government to Panchayat Samities.-

(1)The Government may entrust, conditionally or unconditionally to a Panchayat Samiti functions in relation to any matter to which the executive authority of the Government extends or in respect of functions which have been entrusted to the Government by the Central Government and the Panchayat Samiti shall be bound to perform such functions.
(2)Where functions are entrusted to a Panchayat Samiti under sub-section (1), the Panchayat Samiti shall, in discharge of such functions, act as an agent of the Government.
(3)Where by virtue of this section powers and duties have been conferred or imposed as agency functions upon a Panchayat Samiti, there shall be paid by the Government to the Panchayat Samiti such sum as may be determined by the Government in respect of any extra cost of administration incurred by the Samiti in connection with the exercise of those powers and duties.
(4)In so far as the Panchayat Samiti is required to act under this section it shall be under the general control of, and comply with such particular directions, if any, as may from time to time be given to it by the Government or any other authority appointed by the Government in this behalf.
