Section 35(1) in The M.P. Bhumi Sudhar Yojana Adhiniyam, 1967
(1)Notwithstanding anything contained in this Act, the State Government may direct the preparation of a scheme providing for any of the matters specified in Section 7 in any area in which the State Government declares that a state of famine or scarcity prevail or in which, in the opinion of the State Government, a state of famine or scarcity is likely to prevail.
