74. Promotion to short term vacancies .
-74.1Promotion to short term vacancies may be made on an officiating basis if theexigencies of service to require.74.2Such promotion may be made from amongst persons who are on the panel orthere is no candidate on the panel then on the basis of seniority subject to rejection ofunfit.
