Section 96(1) in Goa Prisons Rules, 2006

(1)Any property or money belonging to a prisoner may, at any time during his imprisonment with the consent of the prisoner and the approval of the Superintendent be delivered to the prisoner's friend or sold, and the proceeds of the sale of such property may be disposed of in such manner as the prisoner may direct, provided that they shall not be applied to the personal use of the prisoner during his confinement, nor so disposed of with the object of escaping payment there-from of any fine imposed on him by court. When the prisoner's sentence is below two years, sufficient clothing must also be retained to enable to leave the prison decently clothed.
