श्री सुखदेव सिंह ढींडसा (संगरूर) : डिप्टी स्पीकर साहब, आज विदेश मंत्री ने सरबजीत सिंह मामले पर बयान दिया है लेकिन आपको मालूम है कि उसे फांसी किसी और नाम से दी जा रही है। सरकार ने अपने बयान में यह नहीं बताया कि अब वह क्या कर रही है, क्योंकि एक आदमी की जान जा रही है। मैं टी.वी. पर देख रहा था कि पाकिस्तान वाले कह रहे हैं कि यहां हमारे आदमी भी है। इसका मतलब यह है कि वह कोई सौदेबाज़ी करना चाहता है। उसके बारे में सरकार बताये कि जो पाकिस्तान के आदमी इधर हैं या ऐसा करते हैं कि इधर के दो आदमी छोड़ दो और दो उधर के छोड़ दो? एक आदमी की जान बचाने के लिये सरकार की तरफ से क्या किया जा रहा है, इस बारे में सरकार ने कुछ नहीं कहा। मैं पूछना चाहता हूं और सरकार से आग्रह करना चाहता हूं कि जब हम इस हक में है कि पाकिस्तान और हिन्दुस्तान के आपस के संबंध ठीक होने चाहिये, फिर अगर उसे फांसी लग जायेगी तो दोनों देशों के बीच में दूरी और बढ़ जायेगी। इसलिये सरकार को और कोशिश करनी चाहिये कि इस मामले को सुलझाये। आपने कल टी.वी. पर देखा होगा कि उसकी बहन और एक नौजवान राहुल गांधी जी से मिले हैं।[s16] उन्होंने एश्योरेंस दी थी, उसका अभी तक क्या हुआ? क्या सरकार उसे बचाने के लिए कोई कोशिश कर रही है? मैं चाहूंगा कि इन्हें यह एश्योरेंस भी देनी चाहिए कि ये आगे क्या कर रहे हैं? यह ठीक है कि पिछले फेक्ट्स इन्होंने दे दिए, लेकिन अभी तक इन्होंने यह नहीं बताया कि ये क्या कर रहे हैं? यहां मंत्री जी बैठे हैं, मैं इनसे यह कहना चाहूंगा कि इस मामले को इन्हें बहुत सीरियसली लेना चाहिए। एक इंसान की जान बचानी चाहिए और उसके लिए पूरा जोर लगाना चाहिए।...( व्यवधान)

उपाध्यक्ष महोदय : जिन-जिन माननीय सदस्यों ने एसोसिएट करना है, वे अपने नाम भिजवा दीजिए।
श्री रामजीलाल सुमन : उपाध्यक्ष महोदय, अभी विदेश मंत्री जी का बयान हुआ। सर्वजीत के फांसी के सवाल पर पूरा देश चिन्तित है और इसके लिए जगह-जगह दुआएं हो रही हैं। पंजाब विधान सभा ने सर्वसम्मति से प्रस्ताव पास किया है और प्रधानमंत्री जी से विनम्र आग्रह किया है कि सर्वजीत के मामले में पाकिस्तान की सरकार से बातचीत करके उसकी जान बचाने का काम करें।
उपाध्यक्ष महोदय, सर्वजीत सन् 1990 से पाकिस्तान की जेल में बंद है और सबसे बड़ी बात यह है कि भारतीय उच्च आयोग के अधिकारियों को भी सर्वजीत से मिलने नहीं दिया गया। वहां सुप्रीम कोर्ट और सुप्रीम कोर्ट के बाद राष्ट्रपति जी के पास उसकी जो दया याचिका गई, वह भी खारिज कर दी गई। यह स्थिति बहुत ही हृदय विदारक हे। आज अखबारों में सर्वजीत की दोनों बेटियों, सपनदीप और पूनम का बयान छपा है। पूनम ने कहा कि मैंने अपने पिता को देखा भी नहीं, मैं उस समय दो महीने की थी। उन्होंने कहा कि हमने फैसला किया है कि जिस वक्त हमारे पिता जी को फांसी दी जाएगी, हम भी उसी वक्त खुदकशी कर लेंगे।

श्री देवेन्द्र प्रसाद यादव (झंझारपुर) : उपाध्यक्ष महोदय, माननीय श्री ढींडसा साहब ने सर्वजीत के मामले में जो सेंटीमेंट सदन में व्यक्त किए हैं, उसकी जान बचाने के लिए केन्द्र सरकार को जो भी पहल या जो भी डिप्लोमेटिक रणनीति या तरीका हो, उस तरीके को एडोप्ट करना चाहिए, क्योंकि आज सम्पूर्ण देश इस बात के लिए चिन्तित है और यह सेंटीमेंट का सवाल है। आज इस सवाल पर समूचा देश एकमत है। यह सर्वोच्च संसद है, इसलिए केन्द्र सरकार को इसके लिए पहल करनी चाहिए। अभी एक माननीय सदस्य बता रहे थे कि पहले भी अदला-बदली की परम्परा रही है, जो भी हो, इसे आप डिप्लोमेटिक तरीके से देखेंगे कि इसमें क्या हो सकता है, लेकिन इस मामले को जरूर गंभीरता से लेना चाहिए और हर हालत में सर्वजीत को फांसी से बचाना चाहिए, क्योंकि इस समय जो स्थिति है, उससे पूरे देश में एक अजीब माहौल पैदा हो गया है।[rep17] [r18] उपाध्यक्ष महोदय, हम सब लोग माननीय सदस्य के सेंटीमेंट्स के साथ हैं।
प्रो. विजय कुमार मल्होत्रा (दक्षिण दिल्ली) : उपाध्यक्ष महोदय, सबसे महत्वपूर्ण बात यह है कि वह एक मिस्टेकन आईडेंटिटी है। श्री मंजीत सिंह के नाम से मामला दर्ज हुआ और श्री मंजीत सिंह की बजाय फांसी श्री सर्वजीत सिंह को लगाई जा रही है। उन्होंने यह भी कहा है कि डी.एन.ए. टैस्ट करा लिया जाए। सब चीजें देखने के बाद भी एक निर्दोष आदमी फांसी के फंदे पर चढ़ाया जा रहा है। वहां नए लोग चुन कर आए हैं। वहां एक नई सरकार बनी है। उनसे बातचीत की जा सकती है और श्री सर्वजीत सिंह को छुड़ाने का पूरा प्रयास किया जाए। यह सारे सदन की भावना है जिसे हम लोग व्यक्त करना चाहते हैं।
SHRI GURUDAS DASGUPTA (PANSKURA): The point is that democracy has returned to Pakistan. Elections have taken place. A new Government has come into office. Therefore, I appeal to the newly elected Members of the Parliament of Pakistan to take it up as a gesture of goodwill to the people of India because the gesture of goodwill between India and Pakistan will help both the countries. So, I appeal to the elected Members of Pakistan Parliament and also of the Assemblies to put pressure on the dictatorial chief of the Pakistan State apparatus to change and issue a clemency order. My appeal is to the elected Members of Parliament of Pakistan and to the people of Pakistan. India and Pakistan should live in peace and not in confrontation. If this is done then that will be good for both the countries. Let the new Government of Pakistan begin a new process. I appeal to the hon. Minister to be little more firm, active and accelerated to get the whole thing done and ensure that an innocent man is not hanged.

On my own behalf and on my behalf of Party, I demand that the Government should pass a resolution so that a unanimous view from this House will be passed on to the Government of Pakistan, so that they can take a lenient view. An innocent person should not be hanged. Everybody in the world knows that he is an innocent person. So, our Government should take action on it. I am associating with other Members and I request the Government to immediately come forward and respond on this matter.

But to pass a resolution on the judgment of the court, I think, we have never heard of any Parliament doing that. Therefore, my appeal to the House is, we have bilateral relations with that country. In humanitarian way, diplomatic way and using the highest office, we have been negotiating the matter step by step since 2005. … (Interruptions) Then why do you not allow me to speak? Then just do like this. Do not take the Government casually. Sir, I will not respond to stray remarks.
Sir, the hon. Minister for External Affairs did explain in the last paragraph of his statement which is important that we appeal to that Government for clemency on humanitarian grounds. … (Interruptions)

I am not going to answer you. … (Interruptions) Therefore, Sir, I will sincerely convey the feelings of the House to the hon. Prime Minister. So far as my knowledge goes, at the Prime Minister’s level, the matter is being negotiated every day and every minute. I would appeal to you that I will convey these sentiments sincerely to the hon. Prime Minister. We are all one with the sentiments of the House. If you bind the Government to pass this and that resolution, then it will be difficult for me to say anything at this stage.
