SHRIMATI PRENEET KAUR (PATIALA): I would like to draw the attention of this House to an issue that has been the focus of much national and international attention, the issue of paddy straw burning in Punjab and Haryana.
Due to the high pollution levels in the NCR, the farmers of Punjab have been subjected in the preceding fortnight to harsh public opinion. The industrious farmers of Punjab, who were in the vanguard of our green revolution and were instrumental in giving India its food security, have overnight been transformed almost into villains. The debt that our grateful nation owes to these farmers has suddenly been forgotten and erased from public memory.
Air pollution is an extremely serious environmental hazard and the national Capital has been engulfed in smog for weeks on end. This calls for careful diagnosis and a well thought out remedial measure. Unfortunately, in the din of public outrage at rising pollution levels and ensuing political blame game, rhetoric often seems to have got the better of sound rationale thinking.
It is time for the Parliament to objectively assess...
