Section 129(1) in The Rules of Procedure and Conduct of Business in the Legislature Assembly of the National Capital Territory of Delhi, 1997
(1)Leave of the House shall be obtained, before introducing any Bill, by a motion in that behalf:Provided that unless the Speaker otherwise directs, no such motion shall be made until copies of the Bill have been made available to the members two days preceding the day on which the motion is made.
