Section 7(i) in The Actuaries (Election To The Council) Rules, 2008
(i)the penalties awarded to a person before coming into force of the Act, or penalties awarded to a person after the commencement of the Act, for offences committed earlier shall also be taken into account for the purpose of attracting disqualification under clause (a) of the proviso;
