Excess expenditure to be reported to Central Government.- If any sum exceeding 1[twenty thousand rupees] in amount is so expended on a pressing emergency, the circumstances shall be forthwith reported by the 2[Chairman] to the 3[Central Government] together with an explanation of the way in which it is proposed by the Commissioners to cover such extra expenditure.
