Section 19(1) in The Bar Council of Bihar Election Rules, 1968
(1)The Secretary shall deliver the Polling Officers of the booths, requisite number of voting papers and some additional voting papers bearing the facsimile of the Returning Officer, with a covering letter stating the number of the papers being delivered and enclosing an extract from the Electoral Roll relating to the polling both and other papers, if any, and instructions.
