- The Superintendent shall not forward any petition:(1)if it is couched in discourteous or offensive language;(2)if it contains statements which the Superintendent knows to be untrue and which the prisoner refuses to amend, when the petition is returned to him for that purpose;(3)if it proceeds only on a claim for consideration of a general application which has already been disposed of; or(4)on any matter which is provided for in the rules.
