                                     ORDER

Information Sought:

The Appellant filed an RTI application on 08.08.2018 and sought photocopy of revised PPO of 7th CPC, Revised PPO of 6th CPC (reference Railway Boards Letter No. F(E)III/2018/PMI/12 dated 08.09.2008).
On 20.08.2018, Sr. DPO transferred the RTI application to Sr. DSC, RPF, Ratlam. On 06.09.2018, CPIO replied to the RTI application and informed the Appellant that the PPO could not be initiated in Arpan Portal and hence, the same could not be revised. The CPIO in the said letter further informed the Appellant that since bank details were not provided by the Appellant for the PPO, as such the uninitiated case was forwarded to FA & CAO for further process on 27.07.2018 . Alleging not to have received any information from the CPIO, the Appellant filed first appeal dated 25.09.2018. FAA, vide order dated 22.10.2018, disposed off the first appeal and held that in compliance of Railway Board's letter no. 2016/F(E)/III/I(1)/7 dated 22.05.2017 and also as per point 11 of letter no. 38/37/2016-P& PW(A) dated 12.05.2017, issued by the Pension Section, PPO in 7th CPC in reference to compulsory retired employees cannot be revised , however, the FAA in this regard, offered inspection of records to the Appellant u/s. 2(j)(i) of the Act.
Grounds for Second Appeal:
The Appellant filed second appeal u/s 19 of the Act on the ground of unsatisfactory reply furnished by the respondent. He requested the Commission to direct the CPIO to provide the information sought for.

The Appellant did not make himself present during the video conference hearing.
The Respondent relied on his written submission and submitted that RTI application was initially replied by CPIO vide letter dated 06.09.2018 wherein it was informed to the Appellant that his PPO in 7th CPC was not revised as per point 11 of letter no. 38/37/2016-P& PW(A) dated 12.05.2017, issued by the Pension Section. However, Office of Principal Financial Advisor, Western Railway, Mumbai vide letter no. Pen/0537/E789/ARPAN/7th CPC/CR & CA dated 23.07.2019 ordered the revision of PPO in 7th CPC of compulsorily retired employees also. Thus, the Appellant's revised PPO in 7th CPC alongwith letter dated 29.09.2020 was sent to the Appellant at his correspondence address via speed post.

A written submission dated 29.09.2020, filed by DSC, RPF, Ratlam, was taken on record.

Decision:

The Commission, after hearing the submissions of both the parties and perusing the records, observes that requisite information as per the RTI Act, was furnished by the Respondent to the Appellant vide letters dated 06.09.2018, 22.10.2018 and 29.09.2020 respectively. Hence, no further intervention of the Commission is required in the matter.

The appeal, hereby, stands disposed of.
