Section 7(1)(iv) in The Rajasthan Municipalities (Class IV Services) (New Pay Scales) Rules, 1973

(iv)A member drawing pay at the maximum of the existing pay scale for a period of two years or more shall have his pay fixed at a stage next above the pay fixed under clause (ii) of this sub-rule.
