Section 2(ix) in Visakhapatnam Port Trust (Bunkering of ocean going Vessels) Regulations, 2006
(ix)Ocean going in relation to vessel means, a vessel proceeding to sea beyond inland waters or beyond waters declared to be smooth or partially smooth water by the Central Government by notification in the Official Gazette.
