(4)The Gram Panchayat shall, subject to such restrictions and control as prescribed, plant tree on any poramboke the use of which is regulated by it under subsection (3).Explanation. - If any question arises whether a land is a poramboke or not, for the purposes of this section, the question shall be referred to the Government whose decision thereon shall be final.
